⚠️ Renovating a complex heritage requires a long-term vision. The MGPE (Management of Public Works Projects) allows for the consolidation of responsibilities, secures performance objectives, and simplifies the management of operations through a single contract and measurable commitments.

WHAT IS THIS

A single operator responsible for the results

In practice

  • For whom?

Local authorities, public institutions, hospitals, large companies seeking a long-term contractual commitment

  • Perimeter

Design, implementation, operation and performance guarantee — all in one contract

  • Duration

5 to 20 years depending on the volume of work and the contractual objectives

  • Penalties

Contractual compensation in case of underperformance

The MGPE (Energy Performance Management) approach allows a single partner to handle the design, implementation, and monitoring of the energy performance of a building's assets over several years. This approach simplifies governance, reduces interfaces, and ensures consistent management of energy objectives.

  • A single contract encompassing all responsibilities
  • Performance indicators tracked over the entire period
  • Investment planning and continuous improvement
  • Responsibilities clearly defined and results contractually monitored

OUR METHOD

MGPE / MGPEPD in 5 key components

From the initial scoping to the reporting — each component is contractually defined before signing.

01

Preliminary audit and consumption reference (IPMVP)

A joint measurement of reference consumption levels is required before any commitment is made. The calculation basis is documented and validated by both parties according to the IPMVP protocol.

02

Contractualized work program (MGPEPD)

For the MGPEPD: complete improvement program — technical solutions, planning, budget — designed by Powesco and validated by the project owner before signing.

03

Contract with obligations, indicators and penalties

Performance targets (kWh, €, kgCO₂), measurement indicators, penalty mechanisms in case of underperformance, governance and reporting methods.

04

Continuous operation and optimization

Preventive and corrective maintenance, active optimization of management, adjustments according to changes in usage. Powesco is responsible for long-term performance.

05

Annual Performance Report (IPMVP Protocol)

Annual measurement with climate adjustments. Comparison of target/actual results. Triggering of penalties or sharing of gains depending on the results.

Performance cannot be managed on a project-by-project basis

The most successful assets are those that benefit from a coherent and sustainable vision. The MGPE (Management of Assets and Performance) framework allows this trajectory to be structured over time.
