Since January 1, 2025, buildings equipped with an HVAC system exceeding 290 kW must comply with the requirements of the BACS Decree. Compliance also allows for a lasting improvement in energy performance.

WHAT IS THIS

A regulatory requirement that also improves energy performance

In practice

  • Obligation

Commercial and industrial buildings with a nominal HVAC power exceeding 290 kW

  • Deadline

January 1, 2025 for existing buildings — the obligation is in effect

  • Deadline

2 to 6 weeks for the audit. Upgrade work: 4 to 10 weeks

  • Deliverable

BACS audit report + supporting documentation + certificate of conformity

BACS compliance is not just about installing a BMS.

It involves the implementation of functionalities to monitor consumption, detect anomalies and automatically optimize the building's technical equipment.

Powesco handles the entire process: compliance audit, action plan, deployment, configuration and preparation of the regulatory file.

  • BACS compliance audit with detailed gap report
  • Costed compliance plan per action
  • Deployment of missing automation systems and sensors
  • Setting up mandatory functions (ranges, instructions, indicators)
  • Regulatory evidence file + SEME NEXTEP connection

What BACS compliance brings

  • Evidence file

    transmittable to the administration

  • 20–35%

    bonus HVAC savings

  • < 2 years

    ROI of upgrade work

  • SEME NEXTEP

    ongoing post-compliance monitoring

OUR METHOD

BACS compliance in 4 steps — audit, compliance, deployment and monitoring

From compliance auditing to SEME NEXTEP connection — Powesco manages everything.

Step 1

Compliance audit

Analysis of your facilities in relation to BACS functional requirements. Identification of discrepancies. Audit report with a costed compliance plan per action.

Step 2

Compliance plan

For each identified gap: corrective action, required equipment, cost and time estimate. Prioritization based on risk level and your operational constraints.

Step 3

Deployment in an occupied site

Installation of required PLCs, sensors and interfaces. Configuration of mandatory functions: ranges, setpoints, performance indicators. No business interruption.

Step 4

Evidence file and SEME NEXTEP connection

Preparation of the complete regulatory file. Connection to SEME NEXTEP for continuous monitoring and automatic generation of performance reports.
