What do we mean by sustainable mobility?

Sustainable mobility or eco -mobility refers to the movement of people using modes of transport:

What are the obligations of companies regarding sustainable mobility?

Some companies are required by the LOM law and the climate and resilience law to develop sustainable mobility.

Why such measures regarding sustainable mobility?

Transportation is the sector that emits the most greenhouse gases (GHG) in France: in 2022, it was responsible for 32% of total emissions. These carbon emissions are primarily linked to the combustion of fossil fuels (gasoline, diesel) by private vehicles : these vehicles account for 84% of domestic passenger transport. Finally, 74% of people use a private car every day as their mode of transport to get to work. 

It is in this context that the government has put in place regulations designed to encourage the reduction of the carbon footprint of the transport sector.

LOM Law and Sustainable Mobility in Business

The Mobility Orientation Law (LOM) was enacted in 2019. It aims to develop cheaper, less polluting and more accessible  modes of daily transport in France

Among the key measures of the LOM law, we can mention the introduction of the sustainable mobility package, i.e. contribution to the financing of employee travel by carpooling or cycling.

Climate, Resilience and Sustainable Mobility Law

Furthermore, the Climate and Resilience Law adopted in 2021 reinforces the LOM law with its mobility component. For example, it is thanks to this law that we have the zero-interest loan for the purchase of a low-emission vehicle in a low-emission mobility zone (ZFE-m).

Annual negotiation

Finally, companies with union representatives and 50 employees working on the same site are legally required to engage in annual negotiations (NAO) on quality of working life (QVT) which includes sustainable mobility issues.

What sustainable mobility solutions are available for businesses?

Here are two examples of sustainable mobility solutions to adopt in your company.

Equip your car parks with electric charging stations

The installation of charging stations for electric cars and electric bikes is an attractive and mandatory sustainable mobility solution for many companies.

Companies with a car park of more than 10 spaces are legally required to pre-equip their parking spaces for the installation of charging stations for electric cars or electric bikes.

Furthermore, existing with parking spaces of more than 10 must install a charging point by January 1, 2025 , as well as an additional charging point for every 20 spaces.

For new or under-construction buildings with a parking lot of more than 10 spaces, at least 1 space out of 5 must be pre-equipped.

Good to know: small and medium-sized enterprises (SMEs) as well as companies whose connection is greater than 7% of the total renovation cost are not subject to this obligation.

Evolving your vehicle fleet towards sustainable mobility

Another effective way to kickstart sustainable mobility in your company is to invest in a fleet of vehicles powered by renewable energy. This is also a legal requirement for some companies.

Thus, companies with a fleet of more than 100 vehicles with a maximum authorized weight equal to or less than 3.5 tonnes must include a proportion of

vehicles with low greenhouse gas and air pollutant emissions

(50 gCO2/km – Article D224-15-11 of the Environmental Code) during renewal

of their park.

The proportion of clean vehicles to be integrated into one's fleet changes over time: 

  • 10 % from January 1, 2022; 
  • 20% from January 1, 2024,
  • 40% from January 1, 2027,
  • 70% from January 1, 2030.

There are programs available to help you financially to renew your fleet: 

  • The ecological bonus : up to €3,000 in aid for the purchase of a new electric van, up to €900 in aid for the purchase of a new electric 2, 3 or 4-wheeler, up to €1,000 in aid for the purchase of an electric cargo bike
  • The conversion bonus : aid for the purchase or rental for at least two years of a new or used electric vehicle, in exchange for the scrapping of a Crit'Air 3 or older vehicle.

If the company wishes to manage the sustainable mobility project internally ,this involves creating an employer mobility plan. 

In other words, a strategy or roadmap that includes: 

  • an assessment of the company's current mobility; 
  • a financing plan
  • a list of concrete actions to be implemented; 
  • an action planning  calendar ;
  • a system for tracking actions; 
  • a communication plan for stakeholders (employees, partners, etc.).
